Congress(I) denied to form Government and chose to give support to Janata Dal, staying outside the Government. H D Deve Gowda was selected as the PM on 1 June 1996. He continued as the PM till April 1997, when Congress(I) decided to withdraw support due to reasons such as not being consulted on important matters and being marginalised. Deve Gowda Government collapsed. He continued as caretaker PM till 21 April 1997.

In turn, Congress(I) agreed to again provide external support to Janata Dal, provided it chose a new leader and its demands about being consulted over important matters and not being marginalised were met. So, Inder Kumar Gujaral stepped up as the new Prime Minister on 21 April 1997. In January 1998, after IK Gujaral denied to drop DMK from its coalition, which was allegedly linked with LTTE responsible for Rajiv Gandhi’s assasination, Congress(I) withdrew support from his government as well and unable to reach a consensus, the country was then forced into next General elections, to be held in February 1998. Inder Kumar Gujaral contined to be Caretaker PM till 19 March 1998, to be succeeded by Atal Bihari Vajpayee, whose party BJP won the 1998 General Elections.
